Top Talent Pass Scheme (TTPS)
The Hong Kong government launched the two-year Top Talent Pass Scheme in December 2022. The scheme aims to attract high-end talents from around the world who have extensive work experience and high academic qualifications to explore opportunities in Hong Kong. These high-end talents include high-income individuals and graduates from top universities worldwide. The scheme does not apply to nationals from Afghanistan, Cuba, and North Korea. Categories of the Scheme:
Category A:
Persons with annual income reaching HKD 2.5 million or above (or its equivalent in foreign currency) in the year immediately preceding the date of application.
Category B:
Degree graduates of the eligible universities with at least three years of work experience over the past five years immediately preceding the date of application.
Category C:
Degree graduates of the eligible universities in the past five years immediately preceding the date of application with less than three years of work experience. This category has an annual quota of 10,000, allocated on a first-come, first-served basis.
Eligibility Criteria:
1. No security reasons to refuse the application, and no known serious criminal records.
2. Availability of annual quota (only applicable to Category C applicants).
3. Chinese citizens holding passports of the People's Republic of China and residing overseas may apply to come to the Hong Kong Special Administrative Region for employment under the High-end Talent Admission Scheme if they meet the aforementioned eligibility criteria, general immigration requirements, and the following conditions: a. The applicant has permanent residence overseas. b. The applicant has been residing overseas for at least one year immediately before the submission of application ("overseas" referring to countries or territories outside the Mainland, the HKSAR, the Macao Special Administrative Region (Macao SAR), and Taiwan) and that the application is submitted from overseas.
Processing Time:
Upon submission of all required documents, the Immigration Department generally takes four weeks to process the application.
Residence Rights:
Persons approved to come to the Hong Kong Special Administrative Region under the Top Talent Pass Scheme may apply for Hong Kong permanent residency if they have continuously resided in the Hong Kong Special Administrative Region for not less than seven years, in accordance with the law.
